Put Global information in ALL USERS Folder in Windows 2008 R2

hi people,

we need "copy-paste" configuration file of application, in users folder, new users login server (remote desktop, citrix), has file "copied" brought users configuration.

the fact is, possible?, new junction points have no access application data folder inside users folder...

any suggestion?, in advanced people...

solved,

just put files in default user, not in users,
