Guest Migrate Error

i'm still in beginning stages of testing 2 node hyper-v cluster environment , i'm running annoying error.

when try migrate guest machine other node while it's running, error:

error (661)
this operation cannot completed because virtual machine must turned off.

recommended action
shutdown virtual machine , try operation again.

the state of guest shows failed, starts right , refreshes , it's ok.  job still in failure though.  if stop guest , migrate, no issues whatsoever.

do have setting wrong or normal?
