How to prevent a user account from being locked out by other's users?

is possible prevent  a user account being locked out other's users?

in our domain user can lockout user's or administrator's account typing 5 times wrong password.

you can disable account lock account policy, if domain functional level windows server 2008 or higher can use fine grain password policies turn off account lockout users if want.
