Open JPEG without Desktop Experience?

 i know if there way allow users open , print jpeg's outlook without have enable desktop experience, b/c of additional bandwidth users.

we running outlook 2007
we have terminal server gateway running ws2008 std x64 sp1
we have 3 terminal servers running ws2008 std x64 sp1

the majority of our clients windows xp sp3 vistia well.

all clients running rdp 6.1

we did problem resolved had install desktop experience. not find alternate method.  did minimize de impact lock down features via group policy.  have not noticed additional impact in performance since enabled that.
