Voice callers generating blank fax pages

we're running brooktrout card on physical fax server using microsoft fax service manager , windows fax , scan. route incoming emails global fax mailbox, incoming , outgoing works fine.

the issue when voice caller (if called fax number office phone, example) calls fax line, blank <1kb fax.tif file generated , emailed out everyone. brooktrout said it's microsoft configuration issue.

has else encountered or have possible solutions?

if understand correctly, fax number used telephone number @ same time, right? according description, fax on dedicated line, can ask why not open new number fax?
if want same number, far know, equipment called splitter may offer split fax , voice call.
