AD LDS 2 way replication not working

created new instance on server a with directory partition , created replica instance on server b.  added subnets of server , server b subnets under configuration.

if i create user under roles in directory partition on server it does not replicate server b.  however, if make change configuration, add new user under roles replicate server b instantly.

i can create user under roles in directory partition on server b , replicate server instantly.

any ideas?

post output of repadmin /syncall followed repadmin /showrepl /verbose for both instances...

server manager error: ADAM.events.xml could not be enumerated.

i have domain server windows 2000 sp4. my clients using win xp , win 98. when send messages computer management-shared folders-rightclick-all task-send message connected users, message received clients using winxp but not in  win 98 .how send them without winpopup  , net meeting. this forum windows server 2008.   check messenger service running on win98-clients.
