Centralized control of user privilege policy

i m working in small datacenter, has many windows 2003 servers. need centralize administration of user privilege policy, can not add them in unique domain, because belong different customers.
other devices, use tacacs (switch) or ldap (linux).
tools or application exist windows?
can have benefits of active directory without belonging domain?

creating , setting these policies according individual requests , save security templates . after can manually import servers want not members of domain :

server manager error: ADAM.events.xml could not be enumerated.

i have domain server windows 2000 sp4. my clients using win xp , win 98. when send messages computer management-shared folders-rightclick-all task-send message connected users, message received clients using winxp but not in  win 98 .how send them without winpopup  , net meeting. this forum windows server 2008.   check messenger service running on win98-clients.
