Hyper-V Manager MMC 'You might not have permission to perform this task'

i'm trying setup hyper-v can't manage it. fwiw, able rdp.

server#1 hyper-v 2008 server r2 sp1 workgroup

server#2 win server 2008 std sp2 workgroup hyper-v mmc feature (no roles)

both on same private lan.

both fresh installs in development environment.

using same account login (name & pass) on both servers.

my dvd of win7 has sp1 can't use win7 gui tool either.

keep getting "you might not have permission perform task" when trying connect ws2k8 mmc.
