Group Policy (users) not applying


hi all,

i have 2 policies in terminal server ou.  1 "terminal servers policy" restricted "user configuration settings disabled".  gpo sets items such terminal server connections, profiles pathes, general policies such license server, session broker, etc.  loopback enabled , set replace.  security filter set "authenticated users".

i second "terminal server remote desktop" , sets items such desktop icons, control panel lock-down, other lock down settings.  restricted "computer configuration settings disabled".  security filter set "ts desktop users".

the terminal servers ou has block enheritance enabled.  see first policy applies , works.  second policy not apply.  user established remote desktop session sees everything. 

when run group policy results, "terminal server remote desktop" not appear under applied, appears under denied inaccessible.

i'm confused.  can give me suggestions i'm missing.?

i think resolved.  realized trying use msi , push "install", assigned users "users" , have no install rights. 

i used rdp icon instead works fine.
