Licensing Server Requirements for 2008 R2 RDS and MSDN

i'm little lost on this.  here scenario.

i have full msdn subscription.

i built dev server, windows server 2008 r2.

i need enable more 2 simultaneous rdc connections machine dev purposes, installed terminal services, called remote desktop services.

i got warning had 60 days install user cal's.  msdn subscription should able call ms , user cal's.  i'm told these websites, 200, 10 @ time.

so called them up.  directed me open rd licensing manager.  when error "rd licensing manager not connect license server"

this i'm lost.  we're ad 2008 native, don't believe have licensing server.  assumed self-contained , point dev server this, error when try add server saying no licensing services running.

we of our licensing via license keys ms.  i'm not familiar licensing server.  kms?  can install licensing service on dev machine?  missing here?

1. did install remote desktop licensing role service using server manager?  if not please install it.

2. in rd session host configuration (tsconfig.msc), please set licensing mode per user, , specify rd license server name.

3. in rd licensing manager (licmgr.exe), please activate server and contact microsoft regarding msdn rds cals.  may able see product key rds cals through msdn product keys section.  if there can request key there , use in install licenses wizard of rd licensing manager.
