Server Manager Access Denied

this first 2016 install.  added 2012 r2 servers server manager , seems ok @ first once server manger open bit maybe 10-15 min 2012 servers go online - access denied.  if close , reopen server manger shows fine again few min. 

at time can go 2012 r2 server open server manager , see same servers fine.   logging servers same domain admin account.

some of servers add might require different user account credentials access or manage them.

server manager error: ADAM.events.xml could not be enumerated.

i have domain server windows 2000 sp4. my clients using win xp , win 98. when send messages computer management-shared folders-rightclick-all task-send message connected users, message received clients using winxp but not in  win 98 .how send them without winpopup  , net meeting. this forum windows server 2008.   check messenger service running on win98-clients.
