2008 R2: Extremely slow - everything


hi all.  have basic 2008 r2 ent. server set hyper-v host.  don't believe issue hyper-v related setup there 1 vm running, 2008r2.  non-domain environment, 7 (seven) users.  server new, , until last week, running fine.  now, painfully slow.  first thought networking slow (50kb/sec...), realized core system terrible too. 

as way test, downloaded self-extracting symantec endpoint protection install exe, 1.9gb.  running launchs little 7z self-extractor shows data rate of extraction, m achine 550kb/sec.  should ead 10's of mb/sec @ minimum. 

i have spent couple of days trying things, looking @ resource monitor, , nothing in there gives hint system overburdened.  disk io sub 100kb/sec on average, total memory 32gb , @ given time 18gb free vm running, more without it. 

i considering how test outside of windows environment next step.  there way boot os disc dvd , use windows, copy files hard disks etc.? 

or on track, suggestions on can within windows figure out?

edit:  once realized problem not vm happening on host, mentioned above or has been done on host only.  problem occurs same if vm (and hyper-v services) turned off.

it seems issue not related windows itself, right?

did try install lastest updates or drives?
