single dhcp server issue with multiple scopes

hi,
 
         have structure have 1 win2k3 server runs dc ,dns,dhcp,but dhcp server has 45 scopes created super scope.
and our network structure this  1 core switch created 45 vlans , have given ip helper address of our dhcp server

users mobile users connect network through wireless have 45 blocks each block enabled access points.

but thing once user ip in 1 particular block work fine block,if user moves other block ip dont renew or release ,then have manually delete old ip dhcp server takes new ip on basis of vlan.

the concept of super scope pretty different , did not understand above statement , dhcp server can have as  many scopes doesnt mean should create super scope.

secondly how many relay servers have configured ?
