2008r2 RDS server /Admin mode functionality not the same as local admin


on 2008r2 rds server in 2003 domain when use mstsc /admin /v:servername command login not have same functionality local admin perspective when logon to the server local admin id local machine. ( no domain creds @ all) no gpo's restrict access , domain account part of local administrators group.

     on 2003 ts servers /console switch allows me view server properties, map drives, , add context menus can't under 2008r2. there kind of odd sub-switch need add /admin full access?

basicially:

"...in windows server 2003, can start rdc client (mstsc.exe) /console switch remotely connect physical console session on server (also known session 0). in windows server 2008, /console switch has been deprecated..."

"...if (as member of administrators group on destination server) start remote desktop session windows server 2008-based server has terminal server role service installed, must specify /admin switch connect session remotely administer server. following behavior true session:

from i've read seems gpo's applied administrator accounts. set security options of gpo onyl apply specific group, or exclude administrators policy forcing explicit deny.
