Trying to install a setup on a 64 bit machine with Windows server 2012 R2 which writes to registry FAILES

my msi 32 bit setup.

when install on 32 bit machine windows xp it works fine .

i tried install on 64 bit machine windows server 2008 , succeeds

while running setup on 64 bit machine windows server 2012 r2 failes and i folloawing message:

"registry object reference not set instance of object"

then setup exits , leaves app partially installed

i tried searching known problems on net, found nothing

i solved problem - i edited properties of setup exe -in  security tab gave  user  "full control" . (it marked write read , execute)
