MSA Container does not exist 2008server

if needs moved, appologize. have been searching solution problem, fresh domain created 2008server not have msa containter , yes selected advanced features...in fact "only" tip getting, of articles find tell how add accounts container...what if dont have it? did miss step? pretty sure didnt 2003 compatability.
