Windows Server 2012 Pooled Virtual Desktop collection GetVMstate issue

i trying create pooled desktop collection powered off vm , errors out the virtual desktop must in stopped state:  not identify state of virtual desktop.  ensure rd virtualisation host server available on network , virtual desktop shut down

in debug logs shows.

component rdmsmodel: getvmstate vm win7_basevm failed error 16386

component rdexceptionhandler: not identify state of virtual desktop. ensure rd virtualization host server sunflower-1.hyperqa.nutanix.com available on network , virtual desktop win7vmsf shut down.

please on resolving getvmstate issue.

thank posting in windows server forum.

when configuring rdvh initially, please see have meet prerequisites. remember need these pre-requirements:
• database based on sql server 2008 r2
• static ip address broker
• round robin dns
• rd broker must members of ad windows group (es. rdcb server group)
• group must insert sql server sysadmin db creation. after db created give db_owner permission db

more information.
windows server 2012 r2: unable add new vdi template

in addition, need rd broker must have same sql native client main sql server (es. sql server 2012 sp1). connection broker server's computer account must member of local administrators group on virtual host (rds host) machine , reboot server. check result.
