Access Denied - Base Filter Engine

dear experts,

i have setup win 2k8 server standard edition sp2 , running without problems. saw bluescreen (i suppose because of new bluetooth driver added). cant get network working windows firewall. suppose problem because of "base filtering engine" saying "access denied". can reason?

i copied bfe registry settings server working , tried importing, no success yet.

server manager error: ADAM.events.xml could not be enumerated.
