existing group policies should work (just ensure active directory domain functional level 2003), you're missing out on new group policy features first popped in server 2008 , vista can found in windows 7, can still take advantage of these new features installing rsat vista/7 client machine.

have ensured windows 7 computer in correct ou appropriate group policy expecting applied?
