"Allow non-administrators to receive update notifications" not Working

i have server 2008 sp2 system with a domain policy specifies auto updates via wsus , set option 3 (download , notify install).  have the "allow non-administrators receive update notifications" policy enabled.  resgistry key elevatenonadmins has value of 1. looks except non-admins not getting windowupdate notifications , there 3 ready install. if go windowsupdate via start menu, can see updates. when logged on administrator, notifications show, non-admin users not see it.  when rsop, looks -- auto updates enabled option 3, non-admins allowed notifications, etc.  , yet still doesn't work.

any appreciated. have been trying fix system days no luck.

all looks except non-admins not getting windowupdate notifications , there 3 ready install.  

on vista , later systems *all* users have permissions, default, interact wuapp -- unless have been explicitly denied access use wuapp.

it's not "allow non-admins receive..." policy need focus on -- it's policies used block access.

see wsus deployment guide section configure clients using group policy more details on these options.
