Doc is locked for editing by me

i have user running word 2007 sp3/windows 7 pro x64 gets following error whenever attempting open file user has open:

"documentname.docx locked editing by" , says has open. gives options open read copy, create local copy, or receive notification when original copy available.

why word advising has file open instead of naming actual person has open?

close problem document , exit word. see if find left-over file name starts ~$; delete file , restart word. try opening document again.
