Error in South Africa Regional Settings in Windows Server 2012 and Windows 8

please note format numbers in south africa regional settings incorrect. discovered through on of our products not work on server 2012, works xp windows 7.

decimal point has been changed comma, incorrect , cause lot of issues customers in south africa use decimal data.

can see spatial data breaking decimals used , stored points , not commas.

to reproduce error set regional settings south africa , execute following code in c#

system.convert.todouble("10.1234");

this throw formatexception. change regional settings , . , there go works.

respectfully mr. xia, looks op reporting localization issue, not development issue.

for op, there's researched post by south african developer describing decimal comma correct choice.  work cites university style guides, international conference agreements, , government legislation , regulation.

an excerpt mr. maclean's post, quoting work eepublishers:

english-speaking countries (plus china, india , japan) use decimal point. there seems general tendency formally declare use worldwide , international organisation standardization, iso, tends towards using decimal point on decimal comma. in view
of south african law, however, comma shall still employed in south africa “the recognised decimal indicator numbers” [3].
