the group policy infrastructure has changed in windows server 2008 (of course same change in windows vista , windows server 2008 r2 , windows 7). group policy processing no longer exists within winlogon process hosted own service. additionally, group policy engine no longer relies on trace logging found in userenv.dll.

in windows server 2008, group policy treated own component new group policy service, stand-alone service runs under svchost process purpose of reading , applying group policy.
