The key management service is unavailable

i have 2 workgroup windows 2008 r2 standard machines trying activate our kms server on network.

port 1688 tcp opened , can telnet kms clients

on 1 server can activate

but on 1 cannot. keeps giving me message key management service unavailable.

any ideas?

oh, strange. when joined machine domain, started working. why kms activation in workgroup fails?

i should work when kms client in in workgroup. check post:

server manager error: ADAM.events.xml could not be enumerated.

i have domain server windows 2000 sp4. my clients using win xp , win 98. when send messages computer management-shared folders-rightclick-all task-send message connected users, message received clients using winxp but not in  win 98 .how send them without winpopup  , net meeting. this forum windows server 2008.   check messenger service running on win98-clients.
