Server 2016 & Windows 10 RADIUS login to SSID

we trying upgrade our domain controllers server 2016 2008 r2 , having issues radius.  server 2008 r2 works fine authenticating windows 7 & 10 machines.  server 2016, works fine authenticating windows 7, windows 10 machines have been unable authenticate.  looking through event viewer , see no logs connection attempts windows 10 machines.  logs relevant nps accounting log file doesn't highlight issue us.  meraki logs gives eap error.  

 

client vpn authentication windows 7 & 10 machines have no trouble authenticating against server.  granted, vpn isn't utilizing peap wireless authentication is.

based on complexity , specific situation, need more researches. if have updates or thoughts issue, keep posted possible. kind understanding appreciated. if have further information during period, post on forum, understand , analyze issue comprehensively.
