Activation Required to Customize Image

i working on setting custom server 2016 image client getting license keys server 2016 standard soon.

i want preconfigure operating system , sysprep default account has a custom profile.  problem - without product keys - in audit mode - can't customize settings (well, can - doing through registry).

for example, want customize taskbar settings, message "you need activate windows before can personalize pc".  how supposed create custom image if aren't allowed @ settings on non-activated copy of windows?  i've run on consumer windows 10 - think it's absolutely ridiculous on server make jump through these hoops.  did think we're supposed when make server 2016 template os?  i'm not going activate template vm can customize of settings.

i see there technet trial editions, work 1 time.  need way around issue long term.

on non-activated client which has not been sysprep, try modify settings.

if got same message, i'm afraid design.
