How to debug QoS? QoS is applied but is not working as expected


how debug qos? qos applied not working expected

i have several remote locations (several class-c networks in 172.16.0.0/12 network) 

i have datacenter @ 10.10.10.0/24 network

i have https server in, 10.10.10.1 qos traffic, protocols, limiting 8 kb/s download, no dscp , configured limit downlaods remote 172.16.0.0/12 network. the qos configured using gpedit.msc local policy

i have https server in, 10.10.10.99 no qos @ all, unlimited download speed allowed

both https servers iis in win2008r2 patched

i can download single test.zip file (anonymous auth)  at same speed, no matter server being used. i´ve teste appliying port number , 1 kbps limite, i´m download right @ more 20 kbps (ie, edge) , link 512 kbps satellite link, why important control traffic

looks qos not being applied. far know, qos applied sessions, not session or ip, right? 

i´ve created new qos using 1 kbps traffic , achieved 64kb/s download rate, delete , re-created policy.. no change. qos not being applied @ all

qos packet scheduler marked (checkbox) in nic properties

how can debug it? 






hi,

1.are applying user or computer settings? if computer, reboot required. if user, log on log off suffice of time.

2.group policy settings take precedence on local policy settings.please make sure there no similar group policy.

3.policy gui wizard use kbyte , we're talking kbit:

please check that.
