manage users traffic

is there away on windows server 2008 allows me monitor end users network traffic (i.e. download speed).

or other software's. preferred not installing on each client .

with scom can achieve goal. think used in large circumstance. , deploy scom lot of work.

on client side, can use source monitor or process monitor. cannot real-time monitor.

for now, think can do.
