Windows 2008 R2 Foundation - Compliance Check Error

i have setup new 2008 r2 foundation server on approved dell hardware. being used a domain controiller 9 users. has been running on 24 hours , still showing that

"check licensing compliance incomplete" - server did not finish checking licence compliance

i have looked at: http://technet.microsoft.com/en-us/library/ee526849(ws.10).aspx

i have run various best practice analysers check server.

is there a way force a  compliance check , find out issue have expected clear afteer day

please understand windows server 2008 r2 foundation available through original equipment manufacturers (oems) on select single processor servers. therefore, not best resource on issue. please contact oem detailed information.
