Group policy icon red x "failed to open group policy object"



i have 2 2k3 dc's.  1 has gp management snap in installed , running 2003r2.  other 1 not, , running standard edition sp2.  once able edit, apply, un-apply group policy both servers.  now, after unknown event, when open gp management snap in on r2 server , try edit default domain policy when logged on domain admin, "failed open group policy object, may not have appropriate rights."  can view settings of policy not edit them.  says default domain policy not enabled when in fact is, on other server, , clients have settings applied.  logged original dc , made sure security settings default domain policy allowed domain admins edit, create, delete, apply policy.  windows firewall off on both dc's. 

interestingly enough, when tried "connect domain controller" active directory users , computers"  said "unable connect, rpc server unavailable."  went other dc , rpc enabled.

this issue can occur if registry corresponding snap-ins corrupted. please open registry editor , check value , type of default entry in following registry key:

 

hkey_classes_root\mscfile\shell\open\command

 

the path default entry should %systemroot%\system32\mmc.exe "%1" %*, , type should reg_expand_sz.
