Memory limits of 32-bit application running on 64-bit OS (Windows 2008 server 64-bit)

are 32-bit applications running on 64-bit os (windows 2008 server 64-bit) still limited 2gb/2gb (application/kernel) limit in 32-bit os's?  if so, can /3gb switch used on 64-bit os increase amount of memory available 32-bit application?  have read in few places /3gb option set in 64-bit os's, bit confusing hoping confirmation/clarification experts.

thanks in advance.

unless image (exe) has image_file_large_address_aware set, limit 2gb 32bit process on 64bit os according document
