Preventing Group Policy from applying for VPN Users

morning guys,
interested in preventing default domain policy being applied users when connect via vpn.

i'm using windows 2008 rras server nps based on group membership. domain , forest functional levels windows 2003. domain controllers windows 2003sp2. rras servers windows 2008.

all suggestions welcome

you put wmi filter on gpo , filter out vpn ip range.

server manager error: ADAM.events.xml could not be enumerated.
