TCP/Port Connections are not coming through.

hello there, did not know put this, thought apply in area of networking itself.

hp-proliant server

running windows server 2012 standard

here dilemma, have tried 2 internet sources, via router, , hotspot, switched hotspot after found isp did not people hosting servers in basement, tried verizon jetpack hotspot (one work gave me) both of failed @ creating proper ftp connection via tcp, before it, have forwarded ports, use dmz testing purposes, have disabled windows firewall, , double checked settings on application, filezilla server, 1 thing found able make contact, not form complete socket. (i saw connection being formed, through console later timed out.) question ask should troubleshoot. though on router, able open rdp port, 3389, no problem, others seemed not work.

hello anne, help. figured issues internal firewall cant disable on firewall, help.
