Target computer not accessible

i have windows 8.1 pro host computer ws2012r2 server.  in server manager>all servers manageability says "target computer not accessible".  have server "online" , did same process except on host added domain , have ad uc user login windows 8.1 pro.  have added host dhcp reservation.  more need do?

mean first time, windows 8.1 pro computer on workgroup?
 
add remote workgroup machine server manager, please see step 2 of “to add remote workgroup servers server manager” in: https://technet.microsoft.com/library/hh831453
 
specific error message, please make sure computer accessible on network, , firewall exception windows remote management service enabled , allows access computer.

server manager error: ADAM.events.xml could not be enumerated.

i have domain server windows 2000 sp4. my clients using win xp , win 98. when send messages computer management-shared folders-rightclick-all task-send message connected users, message received clients using winxp but not in  win 98 .how send them without winpopup  , net meeting. this forum windows server 2008.   check messenger service running on win98-clients.
